MANAGEMENT OF COLD WAR-ERA CULTURAL RESOURCES


As was the case in FY03, the pace and scope of work associated with Cold War era resources has continued to increase, primarily in response to the accelerated clean up efforts currently underway at US DOE-SR. With the transfer of the responsibilities for Cold War resources to Decommissioning Project (DCEP), a core team was formed that included individuals from DOE, Westinghouse Savannah River Corporation (WSRC), New South Associates, Inc., and the SRARP. Because of increased demands on program resources resulting from budget cuts and additional work created by the data recovery at 38AK155, Rob Moon was asked to assist Adam King with Cold War Compliance activities.

There have been many accomplishments in Cold War compliance over the past year. The most significant of these include the signing of the Programmatic Agreement (PA) in July, the creation of the SRS Cold War Built Environment Cultural Resources Management Plan (Cold War CRMP) that is in the final stages of drafting, and the initial efforts to implement these documents. Over the course of the year, the SRARP Cold War Team has devoted a considerable amount of time to US DOE-SR in working toward these accomplishments. Those efforts have come in the form of attending countless meetings relating to the PA and Cold War CRMP, reviewing numerous drafts of the PA and Cold War CRMP, assessing buildings for suitability as a duration facility, and advising US DOE-SR and WSRC on matters ranging from the National Historic Preservation Act (NHPA) to the duration of Cold War artifacts. Also per the PA, SRARP staff members have been part of the Artifact Selection Team. The team meets monthly and is responsible for overseeing the selection, collection, and duration of Cold War era artifacts removed from buildings prior to Decommissioning and Deactivation (D&D) activities.

With the PA in place and the Cold War CRMP well into development, it is clear that the SRARP's role with respect to Cold War compliance is changing. As outlined in the Cold War CRMP, SRARP staff members will remain on the Artifact Selection Team. We also will continue to advise DOE-SR on general matters relating to Cold War compliance. In addition, where program resources allow, we remain available to review documents produced pursuant to the PA and CRMP, serve on review and verification teams as outlined in the Cold War CRMP, and participate in outreach, public education, and research activities cooperatively with WSRC, Citizens for Nuclear Technology Awamess (CNTA). and US DOE-SR.
